The roles the Rampion Crew play in this plot feel consistent with their pre-established characters. As a result, the wandering soldiers create a new pack under Alpha Lysander Steele, who wants vengeance for his forced transformation. However, Iko doesn’t capture every member of each pack. Sending Lunar troops to Earth to capture the soldiers would also violate the treaty, so Cinder sends Iko to track them down.
